This link will take you to the Transportation & Energy Committee Recommendation on the Toll Road Bill introduced in 2005, which would have given FRTRC the ability to take private land through eminent domain.  Across the top of the page there are links to the bill, committee minutes and the Vote.

This link will take you to the bill introduced by Vaad & Spence introduced this session which would shift the burden for the maintenance of state highways to the towns through which they traverse.  This would make Calhan, Peyton and Falcon pay for the maintenance of Highway 24— since this road traverses all of these small towns!  The links across the top of the page will allow you to follow the progress of the bill over the course of the campaign.

This link will take you to the toll road bill introduced by Rep. Looper this session.  By clicking on the links at the top of the webpage you can follow the history of the bill through the various committees.  Notice the section labeled 7-45-101(3) which was deleted.  This portion of the bill had no meaning for the toll road opposition, but if you look at the conference committee notes— you see the attachment submitted by Rep. Looper which shows that the Banning Lewis Parkway project had been submitted for millions of dollars of federal funding.

The former Springs Toll Road now known as the Banning Lewis Parkway project has been submitted to the Pikes Peak Area Council of Governments and included in the Statewide plan.  If you look at the map you can see why 7-45-101(3) was changed—if it hadn’t been changed, it would have been illegal under the 2006 guidelines.
